The article deals with the role of the public administration inside the networks with which public governance is often identified. Two different positions can be found in the literature. The first considers strategic steering and coordination of networks as a function that can be endorsed by every actor inside of it. According to the second viewpoint, only public administration has the legitimacy necessary to steer and coordinate networks. The empirical analysis of two case studies, the health networks in the Swiss Canton of Vaud and in the Italian Region of Marche, highlights that the two positions have important points in common, as well as the main preconditions and means of strategic steering.
