Healthcare managers often ask for staffi ng systems. In Italy, during the 90’s public healthcare organizations were required to develop and use staffing systems for all the personnel. Those efforts had poor – if any – results and a sense of disaffection and powerlessness is still alive. But some international experiences concerning particularly hospital nurses demonstrate that staffing based on the assessment of personnel’s workload is possible and can be actually useful. Conditions for effectiveness include: to focus on homogeneous subgroups of personnel rather than to attempt staffi ng for all categories; to avoid setting expectations that are too high; to keep under control the prevalence of the clinical needs’ approach; to be cautious and not to derive binding staff indications from those systems, but to use them together with other managerial tools and other information to improve managerial choices and the decision process.
