This article discusses the idea of democracy currently shaping the supranational political experience embodied by the European Union. Through reading John Rawls’ conceptualisation of liberal democratic institutions at the EU level, this article insinuates the presence of a more or less conscious affirmation of an alternative idea of democracy based on what supranational democracy can more than on what ought to be. The discussion concretely evaluates the European Council as a means to test Rawls’ thought at the EU level
