The paper discusses the role played by international organisations in shaping international cooperation. The theoretical approach elaborates on how cooperation deals with the rethinking of sovereignty. The successive case study is the humanitarian aid policy of the European Union. The paper argues the opportunity for a political rethinking of the humanitarian aid policy due to the evolution of institutional cooperation and sovereignty in the current interdependent and multi-level context.
