The paper proposes a concrete experiment to bridge the gap between the theory and practice of sovereignty. By submitting a survey questionnaire to high civil servants of the Swiss Federal Administration, the paper produces statistical results concerning the credibility of the Swiss claim of sovereignty in the frame of the implementation of the bilateral agreements with the European Union.
